Quasi inhouse investeringsbank door Europese Commissie goedgekeurd

De Europese Commissie heeft vandaag onder de Europese staatssteunregels goedkeuring verleend voor de voorgenomen oprichting van en kapitaalstorting in financierings- en ontwikkelingsinstelling Invest-NL. Dat berichten het Ministerie van Economische Zaken en het Ministerie van Financiën in een gezamenlijk persbericht.

De Europese Commissie heeft de goedkeuring vandaag bekendgemaakt op haar website. Link naar de bekendmaking is hier te vinden. De bank krijgt een startkapitaal van maximaal € 2,5 miljard zo vermeldt het persbericht van de Europese Commissie en daarnaast 10 miljoen per jaar voor adviesdiensten voor de ontwikkeling en verbetering van bepaalde financieringsschema’s.

De Machtigingswet oprichting Invest-NL is op 21 mei jl. met algemene stemmen aangenomen door de Tweede Kamer en ligt ter behandeling in de Eerste Kamer (EK, 35 123). Door de goedkeuring heeft Invest-NL de ruimte om de met de machtigingswet beoogde activiteiten uit te voeren. De Staat zal 100% van de aandelen in Invest-NL houden en eigen vermogen verschaffen ter waarde van € 1,7 mld. in verschillende tranches.

Met dit eigen vermogen zal Invest-NL zich richten op twee doelen: Het faciliteren van risicovolle activiteiten van ondernemingen bij grote maatschappelijke transities (zoals onder andere op het gebied van energie en verduurzaming); en het bieden van toegang tot ondernemingsfinanciering aan het mkb en doorgroeiende bedrijven. Bovendien zal zij Nederlandse deelname in Europese investeringen zoals InvestEU faciliteren.

State aid: Commission approves public support for setting up new development bank in the Netherlands

The European Commission has approved, under EU State aid rules, Dutch plans to set up a new development bank “Invest-NL” with initial capital of up to €2.5 billion. In addition, the Dutch authorities will provide Invest-NL with yearly subsidies of €10 million to provide advisory services on the development or improvement of certain financing schemes. The scope of Invest-NL’s activities will target market failures in lending and capital markets. Concretely, Invest-NL will focus on improving access to finance for Dutch small and medium-sized enterprises (SMEs) and small-midcaps related to research and development activities and for energy transition projects (e.g. renewable energy). Invest-NL will also facilitate access to EU funding, for example under the Juncker Plan and its European Fund for Strategic Investments, for Dutch companies. The Commission found that the setting up of Invest-NL is an appropriate and proportionate solution to provide additional financing to companies that remain underfinanced because of market failures. Furthermore, Invest-NL will implement safeguards to ensure that the state-supported development bank does not crowd out private investors. On this basis, the Commission concluded that the measure is in line with EU State aid rules.
